£30,000 APPEAL
Many readers will be familiar with the "concrete block wall" saga, but for those who aren't here is a brief history.
In 2004, the committee decided to replace the old "post and rail" pitch perimeter fence. The building of a concrete block wall was approved, and during that summer the old fence was removed, and the new wall was erected. Supporters were asked to contribute £40 each to pay for a "bay" between pillars in the wall. Many did.
It soon became apparent, however, that the design of the wall was such that it was prone to collapse, and there were several embarrassing and potentially dangerous incidents when sections of it fell over. On top of this, the County Coucil Trading Standards department came along to do their periodic inspection of the ground (required because the "Stable End" cover is regulated under the Football Grounds Act). They, accompanied by East Herts District Coucil Building Control, declared the wall unsafe, and required us to repair or remove it. We obtained a "matched" grant from EHDC and began work on erecting a steel barrier over the wall. Unfortunately we were only able to afford to cover 1/3 of the perimeter, and, even worse, EHDC Building Control were not satisfied that the new structure was adequate in terms of the Football Grounds Act legislation.
So, to cut a long story short, we now have to find the funds to remove the offending wall and erect a satisfactoy, infilled, post and rail fence around the pitch. Failing this, at some point in the near future, the Club will be faced with a ground closure order. The Club's committee have a Health and Safety responsibility which cannot be ignored, and have voluntarily closed access to the ground where the wall is unprotected by the new fence
In order to pay for the required work, we need funds over and above those generated to cover the Club's day to day running. The terms of the lease of the ground are such that it is our responsiblity to deal with such matters. We have set a target figure of £30,000, including monies obtained from any available grants from local authorities. The truth is, though, that at least 50% will have to be generated by the Club.
Hertford Town Football Club has brought pleasure to many over the years, and is 100 years old this year. It would be a tragedy if the Club had to leave Hertingfordbury Park, its home for all of those 100 years, over this issue. There is virtually no chance of the club surviving in its present form if that happened.
A further, secondary, imperative is that the work must be completed by 31 March regardless of what Trading Standards say, if the Club is to be considered for promotion at the end of the season.
The ground is also home to some of the Hertford Town Youth teams, as well as Hoddesdon Owls ladies team, and these teams will also be homeless if the threatened ground closure order is enforced.
The Appeal Fund will be kept separate from other club funds so as to ensure that any monies donated are protected. It will not be possible for the Club to divert any funds donated for this Appeal to other purposes. What we need is for people concerned about the future of Hertford Town Football Club and other teams using the facilities, to give whatever they can afford to the Appeal, so that we can finally deal with this huge threat. Clearly major donors are required, but anything will be welcome - from £1 upwards!
